Sheikh Khaled bin Mohamed bin Zayed witnessed the signing of four agreements with OpenAI in the presence of Sam Altman, with the emirate already rewriting its government regulations into formats models can work from. The pilot covers food import licences and certificates: an algorithm checks each application against the rules and returns a preliminary finding that cites the specific law behind it, while the final decision stays with the official. OpenAI says all inference runs inside UAE data centres on a local model service, keeping the processing in-country.

The remaining three agreements spread the models across the emirate’s institutions:

  • Mubadala, the sovereign investment fund, will use them to assess risk and search for prospective assets.
  • G42 holds a five-year contract to deploy OpenAI models in education, business and the public sector.
  • ADNOC, the state oil company, receives access to the OpenAI Frontier platform.

UAE investors rank among the largest backers of funding rounds at both OpenAI and Anthropic, which gives the agreements a commercial dimension beyond procurement.
