Malta Becomes First Country to Give All Citizens Free ChatGPT Plus
The Maltese government and OpenAI have launched AI for All — a program providing every citizen with a free one-year ChatGPT Plus subscription. To qualify, residents must complete an AI literacy course developed by the University of Malta, covering how algorithms work, technical limitations, and safe use of generative models.
The first phase begins in May under the supervision of the Malta Digital Innovation Authority. The partnership is part of OpenAI’s OpenAI for Countries strategy, aimed at national-level AI integration, with Malta being the first country to scale AI infrastructure access to its entire population.
